Classes:

• Dropdown - Agent picker for the chat header ( Gtk.DropDown is sealed).
• Manager - Subscribes to the chat shell and decides which section is visible. The desktop window constructs this after the chat bar and the right pane exist. is_phone is true only for the Android phone stack, where the pane replaces the transcript. is_android is true for that phone and for a tablet. The desktop leaves both false and resizes with WindowPane. Android.AgentManager overrides the pane on that build. This class creates the browser and editor buttons. The agent dropdown stays on the window.
