Selects rows with a WHERE clause and named $param bindings.
Builds SELECT … FROM table WHERE … like select, prepares the statement, binds $key from int_binds / text_binds, then selectExecute. Use this instead of hand-rolled selectPrepare + bind_parameter_index at each call site.
