Registry for all tools in liboctools.

Registers: ReadFile (+ Read), RunCommand, Bash, WebFetch, EditMode (+ Write), WriteFile, GoogleSearch, CodebaseSearch, SessionFetch, HuggingFace, and wrapped tools (via ToolBuilder). The GTK app registers the browser tool (wire name browser); this library stays GTK-free.
