Register a test-only helper for dispatch after Ffi.
When registered, dispatch calls MockDispatch.dispatch first. Return true when the helper handled the call (must reply / Transport.Connection.reply_error). Return false to fall through to GiMock. When no helper is registered, dispatch uses Gi. Production compositor servers must not call this.
